"The budget can be adopted only if we examine it in detail. We offered to hold a special session of the Parliament next week to review the budget", he said. Klychko stressed that the budget should be considered in compliance with parliamentary rules, including separate first and second reading. "If the budget will be brought in tomorrow morning and immediately adopted, no one will be able to analyze it. The budget should not be adopted in violation of parliamentary rules", the leader of UDAR said.
Klychko reminded that the government was obliged to submit a draft budget for 2014 to the Parliament in September. "But no one has seen the budget yet", the leader of UDAR said. He pointed out that the loan from Moscow would fill the budget next year. At the same time, Klychko believes, nobody has clear understanding under what conditions Russia granted a $15 billion loan. He added, it is either not clear how these funds will be used. "We know how money are stolen from the budget. It is unacceptable to let the money may be stolen through various schemes", Vitaliy Klychko added.
