Klitschko: “There is no need to push a new Constitution behind society's back”

New constitution should give both central and local authorities enough powers to effectively deal with the issues and society - to control authorities, leader of UDAR Vitali Klitschko said speaking at parliament.

"Concentration of powers in one person’s hands cannot be allowed. It is not about transferring of presidential power to a prime minister, this does not solve effectiveness issue. It is all about reaching balance between president’s and prime minister’s powers," Vitali Klitschko said.

He pointed out that decentralization should give the rights and powers to local communities. "There is no need to push any draft of the constitution, even prepared by the government. Moreover, behind society’s back. Experts all over Ukraine must study and discuss the draft, only after that it may be introduced to the parliament’s chamber. Only in such a case it will work for the good of the whole society," UDAR leader highlighted.
