“As for today, the Bortnychi investment project is the biggest infrastructural project in Ukraine, which aims to solve a number of environmental, technological, social, and utility issues, which deal with ecological security of Ukrainian people. Borthychi aeration station is the only treatment facility for household and industrial sewage which serves for Kyiv and 15 towns in the suburbs. We are very grateful to the Japanese side, who helps to implement such a crucial and ambitious project,” Klitschko emphasized.
“Its condition does not meet any modern requirements any longer. The worn-out equipment goes wrong, the pipeline is damaged. As a result, residents of the neighbourhood suffer from unpleasant smell. Reconstruction will allow to implement modern efficient technologies of sewage treatment to make life in the city more comfortable and more environmentally friendly. Realization of the BAS reconstruction will enable us to implement modern effective solutions in sewage treatment, which will make life in Kyiv more comfortable and safer from the point of view of ecology,” Klitschko said during the meeting.
He stressed that the first stage of preparations for the reconstruction had already begun. “It will take almost a year to agree documentation and hold preparations. During three years we will be able to finalize the first stage of the project, and residents who live around the station, will feel no emissions, that unpleasant smell at Darnytskyi district” Kyiv mayor said.
Klitschko also pointed out that at the 5th launching complex of the BAS operations on installing of temporary utility system, soil jetting, building dams and other necessary operations are underway. It is planned that all preparations will be completed by the end of 2016.
BAS reconstruction at the expense of the Japanese side will start after finalizing all working documentation, completion of preparations at the 5th launching complex and selection of the general contractor under international bidding procedures established by JICA.
In June 2015 governments of Ukraine and Japan signed a loan agreement on favourable terms to attract funds of the Japan International Cooperation Agency for reconstruction of the Bortnychi aeration station. The 108 bln yen loan will be provided by JICA for 40 years with a 0.1% interest with a 10 years of grace period.
This year the government of Japan allocated UAH 380 mln for elaboration of technical documentation and preparations at the BAS. In 2016 UAH 63 mln were allocated from Ukraine’s state budget to carry out preparations.
Among other perspective projects, which Kyiv offers to the Japanese side to cooperate and invest in, Klitschko singled out reconstruction of the plant “Energia” with further installation of thermal disposal of waste, as well as construction of heating & power plant on renewables in Desnyanskui disctrict, various energy-saving projects.
Shinichi Kitaoka pointed out that Ukraine has a big potential to grow into a prosperous country, and Japan is interested in cooperation in various areas. JICA President ensured that the Agency would examine the investment projects offered by Kyiv. Now JICA is making a feasibility study on Kyiv blocks of flats insulation project.
Today in Tokyo Klitschko will hold meetings with the vice-governor of Tokyo prefecture Tatsumi Ando, leadership of Itochu, Kyiv’s partner in 120 metro cars modernization project, and leadership of Hitachi.
